Anyway, I'm not familiar with the "principles" (as they are more likely to be than laws) you speak of, but it seems to me that many forces are not constant, so principle #2 is more likely to be "it must be consistent", so if a force varies with environmental changes or over time, it must consistently vary as the appropriate environmental elements vary.
